MINNEAPOLIS, March 24— Ray Scott, the voice of the Green Bay Packers during their dynasty years of the 1960's, died on Monday at a Minneapolis hospital after a long illness. He was 78.

Scott's resonating voice became synonymous with the National Football League as its television popularity exploded in the 60's. He was the voice of the Packers from 1956 to 1967.

He was paired with a young Pat Summerall as CBS's No. 1 announcing team after the N.F.L. merged with the American Football League, and he broadcast four Super Bowls, including the first A.F.L.-N.F.L. title game in 1967.

After being dismissed by CBS in 1974, Scott did play-by-play for numerous teams, including the Minnesota Twins and Vikings, Penn State, the Kansas City Chiefs and the Tampa Bay Buccaneers.

He also anchored coverage of major bowl games, golf tournaments, National Collegiate Athletic Association and National Invitation Tournament basketball, and baseball's World Series.

He was host of a nationally syndicated radio show until illness forced his retirement in 1997.

Scott, a western Pennsylvania native, was known for his economy of words.

''There was a highly respected high school coach there by the name of Pop Wenreich,'' Scott said in a 1996 interview with The Milwaukee Journal Sentinel.

''He said: 'Ray, don't insult my intelligence when you broadcast a game. Tell me something I can't see.' I've never forgotten that.

''My philosophy has always been let the action speak for itself. It doesn't need me getting in the way.''

He was voted by his peers as the national sportscaster of the year in 1968 and 1971. Scott was elected to the National Sportswriters and Sportscasters Hall of Fame in 1982, and named sportscaster of the year 12 times in Minnesota, Florida, Pennsylvania and Wisconsin.

In the last seven years, Scott had a triple bypass, a kidney transplant, knee surgery, two hip replacements and prostate cancer, said Sarah Janacek, his daughter-in-law.

Scott, who lived in Edina, Minn., is survived by his wife, Bonnie, and four sons and a daughter from a previous marriage.
